Frequently Asked Questions – Attestation and Study Permit Cap

The federal government has announced a temporary two-year national cap on study permits. For 2024, the government plans to issue approximately 360,000 new study permits. That is a 35 per cent decrease from 2023. We are still waiting to hear from our provincial government about how study permits will be distributed in Ontario and how it will impact Canadore College.

In addition to the cap, international students applying for a Study Permit must provide an attestation letter from the province. See FAQ below.

This announcement does not affect current students of Canadore North Bay/Parry Sound campuses who are residing in Canada with existing study permits, those students who wish to take a second program with us at a North Bay or Parry Sound campus, or those awaiting permit renewals.

Canadore will continue to accept applications for available intakes. However, your offer letter will be delayed for international applicants until the attestation letter process is in place by the province.

As of May 15, 2024, the PGWP will no longer be available for public/private institution partnership models that are part of a curriculum licensing arrangement as per IRCC announcement of March 22, 2024

As of January 22, 2024, every study permit application submitted to IRCC will also require an attestation letter from a province or territory.  Applications made to IRCC before this date will be treated as per previous guidelines.

An attestation letter is a supporting document from the province or territory where the student plans to study that is now a required document for an initial study permit application. Each province or territory is developing a process for applicants to get an attestation letter. These processes are expected to be in place by March 31, 2024. IRCC will return any application received on or after January 22, 2024, without an attestation letter, unless you’re exempt. More information can be found on the IRCC website.

You may now request your Provincial Attestation Letter (PAL) through this form if you have a valid offer for the Spring or Fall 2024 intake.

A few key items to consider:

  • Only those who have not applied for their study permit or visa prior to January 22, 2024, will be eligible to request a PAL.
    • If you applied before January 22nd, but have been denied, and now require a PAL, you or your agent must upload the refusal letter from IRCC to your ocas account under supporting documents.
  • Applicants are now required to pay their full first semester fees in order to receive a PAL.
  • The non-refundable portion (deposit) is increased effective Sept 1, 2024, to $2,700.

Once we receive your submission, we will then request your PAL from the Province. Once ready, we will upload the letter under supporting documents on your OCAS application and you will receive a notification.
